Superintending Civil Engineer, H.M. Dockyard, who
with the approval of the Commodore has kindly con-
sented to place his experience of those matters at
our disposal.
It remains for me to express to Jr. Grantham
and his clerical assistants my very deep gratitudo
for the ungrudging energy with which they have attacked
and overcome the many and wearisome difficulties of
this budget. I fear their labours have not been
lightened by the fact that they had to work for one
who is learning the 1.B.C. of budgets for the first
time.
